Does fuel problem exist in 100% races?

So this is my question and btw Im not checking "Show CC's fuel load" in GP2Edit. 
On some tracks it's possible, e.g. if you place a track on a wrong slot, that happened once to me.
And well, "Show CC's Fuel Load" allows you to see the fuel the other drivers have while racing.
