Basically it's because of a loophole in the regulations. All the teams have testing restrictions, but there's nothing to say that a works team can't use their customer squad to test drivers or tyres or whatever. That way the works team don't have to use their own limited testing time, leaving the whole of the testing allocation for testing the new car. And, let's face it, Honda need all the help they can get after producing that sh*tbox last season...
