Yes, you can use any circuit in any slot.
There are few exceptions. In general, any circuit would open in any slot. However, performance can be different from one slot to the other, and some minor problems could emerge, like cc-cars having problems to join the pits, etc.
You'll need to test the track of your choice on the slot of your choice, and see the cc-cars behavior, comparing lap times with the other slot. GP2Magic is a great tool to fix some difference of lap times.
