The way I would do it would be edit the pitstop strategies in the track file as usual. Edit the number of laps in the track file to half distance and run the race as a 100% race.

yeah to install the tracks you don´t need an editor. Unless you mean the "convert.exe" to install the jams, in that case you have to run it on DosBox. 32bit programs usually work on 64bits systems. The problem is probably the same as with GP2Edit that has a 16bit installer so the software itself runs on 64bits since it is a 32bits program, but you can't install it because the installer is 16bits. Get the names working you just need to start GP2 via GP2Lap and it will recognize the correct track names.
To get the menu pictures changed you will need to GetHiPic and related utilities. I don't know how to do it but someone else here should be able to help you.

On your GP2 folder there should be a file called GP2Lap.cfg. Open it with a text editor (notepad will do) and change the following line:
